Owing to v/arnlng or further disturbances in
Alexandria onPriday October 31 et I consulted Uil itary
Authorities on previous day and after discussion with
Prime Minictor it was decided that if a demonstration
took place it should be shepherded by Police and not
interfered with as long as its character was peaceable.
British troops were only to be used in case of necess
ity but special arrangements were made to meet-any
emergency.
At 2.p,m, on 31st roughs taking part in demon
stration took advantage of an unforeseen incident of
British ambulance coming, into collision with crowd
to begin looting. 13 shops were attacked and looting
lasted 15 minutes. Almost simultaneously in another
quarter a car belonging to frontier district admin
istration containing 3 native soldiers of that Ad
ministration rushed through district the men firing
