' f Lord Milner’s Commission will have a great deal to do
when it comes out. I am Chairman of a small Committee collecting
material that may be useful to it when it comes. TV e are collecting
as much as we can, but it is not easy to get very much, as it is
useless applying to Egyptians for their views at this juncture, although
I think they will give them to the Commission.
Personally I have a great belief in the future of this country
under British rule, but it must be a very different rule to the past.
Lord Cromer himself called the Constitution he had built up "a crazy
edifice”. It was all right while Lord kroner ^as there, but it is
not by any means what engineers call ”fool-proof". There will be
several changes here before the Commission comes out. Haines, Advi
sor to the Ministry of the Interior, and Dunlop (Education) are both
going. Both have long outstayed their welcome. Haines is being
replaced by Brig. Gen. Sir G.F.Clayton, who has been chief Political
Officer with the Egyptian Expeditionary Force for the last two years.
And he certainly has the biggest brain of anyone out here, with the
possible exception of Sir W. Brunyate. He is also persona grata
with the Egyptians, and I have great faith in his ability to pull the
Ministry of the Interior round. I have just mentioned Sir W. Brun
yate. He is at present on leave, and I sincerely trust that Lord
Curzon will carefully consider whether he would not be more useful
