iy. We are all looking forward anxiously to the Royal
Commission to rebuild the edifice - probably on different
lines - which has fallen with a. crash. The natives profess
to be certain that they will be given their liberty - the
effendis, ths.t is the fellshin are nov/ quiet and sorry they
broke out. The Cairo officials vaguely declare that the
natives must be given a very much larger share of the
management of their own affairs, not because they will
benefit thereby, or that it will be good for them, or for
anyone else, or for Great Britain’s repu/tati.on, but because
the Gippies v/snt it, and we have ’’promised it to them”.
This is a most dangerous idea as it is just what would
appeal to Liberal instincts of the more idiotic sort. It is
an easy idea for the Cairo official to hold as he doesn’t
suffer thereby, and can lay flattering unction to his soul
by imagining that he is being progressive. It is the
fashion nowadays to make concessions to strikers, they
argue, quite forgetting that the two cases are not parallel,
British Labour often having serious grievances while the
Oriental demand for self-government is in order that he
may batten on the fellohin, and if in the name of the
”Ingleez” so much the better. While the Cairo official
dictates a policy or is prepared to do so, it is his unfort
unate junior who has to see it carried out - or has his
wings clipped in order that natives may carry it out - and
that is the old unending story in this country.
I must add that there are certain directions in which
the natives ought to have more say in their affairs; notably
education, whick' e.fter all is a fairly personal matter -
though in this I may be wrong as I don’t know much about
that subject.
We are very anxious that the Commission be not guided
too much by what it hears from anyone in Cairo, either
British or Native; Cairo is not Egypt.
The last two months have been most interesting. There
ere several phases about which I have no time to write, nor
you to reed; such as the attitude of the Turkish Pashes ,
of the less idiotic end more sensible Egyptians (especially
when they saw which way the cet would jump) the very
satisfactory loyalty of the police - about 60% of them end
the utter hopelessnes s of the remainder.
Otherwise the Gippy Nation couldn’t have chosen a more
auspicious moment in which to display their utter childishness
