the head of a special mission, to undertake the

necessary investigations on the spot, in close co
operation with His Highness the Sultan and the High
Commissioner. The date on which he will commence
his labours cannot yet be fixed, for in our opinion .
the task alloted Lord Milner and those associated
with him cannot be carried out to the best advantage
until order is restored. Were we to send out the
Commission before that consummation had been reached,
its purposes might be misunderstood, and its work
would certainly be hampered; but we can assure the
House that we are anxious to avoid any undue delay,
and that Lord Milner will be asked to begin his work
at the earliest convenient opportunity. ,T
