any further attempts, at a very expensive cost, to get one.
Let us show that there is a point at which, if the
Egyptians will not help us to rule their country, we will
at any rate pro tem carry on ourselves.
The American recognition of our Protectorate will
have helped us somewhat. If Zaglul and Co. were definite
ly and effectively turned down in Paris - as I trust they
will he - it would help us still more.
All these are arguments against the immediate
despatch of the Mission.
But I am not equally clear that they are arguments
against its early announcement.
When Parliament meets next week we shall be pressed
for an early statement of our policy, and it will not be
possible to temporise for long.
To me it seems that the announcement that at an •
early date, or if you like in the course of the summer,
Milner will go
conduct the en
welcome. There would be no need to announce the names
of the Commissioneis instanter. That v/ill require a
little consideration.
The main reasons for letting it be known that
Milner is going would be the public confidence that would
be created and the removal of any excuse for Zaglul and
his confederates remaining longer in Paris. If they did
they would forfeit their chance of being heard at Cairo.
These are the ideas that are floating in my own
mind and I shall be glad your opinion on them.
I should add that the various officers and
officials v/ho are fresh home from Egypt and of whom
several have been to P.O. are united in deploring the
policy which has been pursued since Allenby’s arrival and
which has apparently been adopted without the approval of
out as Special Conmissioner from England to
