Alexandretta. These Concessions were in direct contravention
of the spirit and the letter of the Baghdad Railway Convention.
I made my proposals to the Turkish Government, and
I was given very clearly to understand that I must have the
official support of the British Ambassador if I wished to get
them seriously considered.
I was not new to Constantinople and its politics
an, was a ole oo get behind the scenes in a way impossible for
a stranger, and was told very frankly that I was asking for a
oon^ession whicn, ii granted, would seriously interfere with
German aims on the Persian trade. It was admitted that Great
Britain had certain established trade rights in the region of
Baghdad and tnat the Railway I proposed to build would be of
paramount importance to those rights: but it was strongly
argued that under such circumstances it was only to be expected
tnat I ought to come with the official support of the British
Ambassador if I wished those rights to be safeguarded.
Sir Gerard Lowther, to whom I went with a strong
introduction, and who also had received from the Poreign Office
a c °Py of ray Memorandum, found himself unable to move in the
matter without specific instructions from the Foreign Office.
He was extremely courteous but owned hfe did not attach any
