West Persia would neutralize the Russian lines in the North
and go far to maintain the integrity of Persia. They
would obviate the danger of an Agreement between Russia and
Germany to jointly absorb West Persia and the adjoining
districts of Eastern Turkey to the probable exclusion of
British interests.
Kerraanshah is the most important strategical point
in West Persia as it stands at the head of several passes
leading towards Baghdad and the Gulf. It would be
advisable therefore that the railway routes towards it
should be under British control and the place would then
stand as an outpost covering the passes into Mesopotamia
from Central Persia and the strong mountain positions near
the place could be held if necessary to prevent aggression
against our position in Mesopotamia and at the head of the
Gulf.
The possession of the Mendali route to
Kermanshah and a line from Mohammerah to Burujird with a.
connecting link between the town would give us an extremely
strong position in the Kermanshah hills on the flank of any
Russian movement in Central Persia.
