Sir,
The State of Affairs in Persia.
I am desired by the President (Mr. W. T. Stubbs) to inform you that he has received a
requisition from forty Firms and individual Members of the Chamber requesting him to
convene a Special General Meeting of the Chamber under the provisions of Article 20.
The Meeting will be held here on Thursday next, the \\th inst., at 2-45 p.m.
The requisitionists will then submit the following motion :—
“This meeting is of opinion that the Anglo-Russian Convention of 31st August, 1907,
is being flagrantly abused by the Russian Government to the loss of British Prestige
and the great detriment of her commercial and other interests in Persia, and fears that
the arbitrary nature of Russia’s ultimata may lead to still more serious breaches of the
Convention. It therefore urges upon His Majesty’s Government to
1. Protest against and insist upon the withdrawal of Russia’s demand to control
the Government of Persia in preventing the employment by them of foreign
officials in executive positions.
2. Protest against and insist upon the withdrawal of Russia’s demand for the pay
ment of the cost of her present intervention in the internal affairs of Persia.
3. Insist upon a full and honourable observance by Russia of the letter and spirit
of the Convention, and of the co-relative assurances given in the names of
both Great Britain and Russia to the Persian Government in connection
therewith.
But if, because of any understanding between Great Britain and Russia not publicly
known, His Majesty’s Government is not able to act in the manner indicated above, then
This meeting is of opinion that as Russia’s recent actions are not to be regarded as
breaches of the Convention, His Majesty’s Government should, and is hereby
most strongly urged, to fulfil its obligations and act immediately upon its
promise and declaration of 14th October, 1910, conveyed by Sir George Barclay
to the Persian Government in the following terms:—
