Trans-Caspia had expressed the opinion that Krasnovodsk was such
a strong military position that there was no fear of the Bolsheviks
capturing it if any attempt at all were made to defend it. He had
been there himself more than once, and had a recollection that the
town was on a peninsula connected with the mainland by a railway
on piles, but he could not remember to what extent it was defensible
from a military point of view. He pointed out that Denikin’s 400
Cossacks were only a small part of the Trans-Caspian force, and
that it was desirable to make it quite clear that we did not wish any
of the force to retire into Persia. He agreed’ that General Milne
should be instructed as suggested by General Uadcliffe.
The Conference decided —
That the War Office should telegraph to General Milne
instructing him not to reinforce the Krasnovodsk garrison,
but at the same time to be careful not to withdraw it
prematurely: and to request General Denikin to take such
steps as he could to ensure that not only his 400 Cossacks
but the whole of the Trans-Caspian force should retire on
Krasnovodsk rather than into Persia.

Recurring topics of discussion include railways (chiefly in relation to Mesopotamia), Bolshevik influence in the Middle East (particularly in Persia and Trans-Caspia), and relations between King Hussein [Ḥusayn bin ‘Alī al-Hāshimī] and Ibn Saud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd].
Several sets of minutes also contain related memoranda as appendices.
