intentions on Kashgaria, as they had no idea
whatever of encroaching on the integrity of
the Chinese Empire in that region; and
if Indian trade was not flourishing, it
was due to physical obstacles, and not to
Russian obstruction. Mons. Kolokoloff then
adverted to Mr. Macartney’s visit to the Russo-
Chinese frontier (see Journal for October),
and asked what Mr. Macartney had gained by
crossing the frontier. He added that Mons.
Sazontoff had been reprimanded for not arrest
ing Mr. Macartney. Mr. Macartney replied
that he had not crossed the frontier, and could
not understand why Mons. Sazontoff had been
reprimanded for not arresting him in Chinese
territory. Mons. Kolokoloff then hinted that
the state of suspicion which existed was due to
Colonel Lastochkin’s intrigues and the coloured
reports which he sent to Tashkand. He added
that the construction of the road on the Chinese
side of the Turart Pass was a move on the part
of the authorities at Semiretchia, as he had
known all along that the Chinese would raise
all sorts of objections.
At the second interview Mons. Kolokoloff
asked whether it was true that the Kanjutis
had come to the Chinese side of the Kunjerab
Pass. Mr. Macartney said he had not heard
of this, and asked whether Mons. Kolokoloff
was referring to a similar enquiry which was
made from Peking some months ago (see
Journal for September) to which the Chinese
had replied in the negative. Mons. Kolokoloff
replied that he was referring to news of
quite recent date, and from his anxiety to
obtain information about the Hunza-Chinese
boundary, it would appear that the Russians
consider the matter of importance.
Owing to delays in the disposal of suits
by British subjects in the Yarkand district
Yam&n, Mr. Macartney recently asked His
Britannic Majesty’s Minister at Peking to
cause the Wai-wu-pu to issue a telegraphic
warning that Peng Tajen, Chih-fu designate,
and Hsien Kuan of Karghilik should be
diligent in the settlement of cases. Sir E. Satow
replied that he could do nothing at present,
but if the new Amban pursued the old tactics,
he would remonstrate with the Chinese
Government.
