On the 22 nd February, Captain Macpher-
son reported that, although a number of
llussian signallers had recently arrived on the
Meshed-SeLstan line, the Russians did not
appear to he making any attempt to obtain
their own instruments for the Seistan office,
and the Persian signaller complained to
Captain Macpherson that he was suffering
great inconvenience in consequence. In con
nection with this question, the Mushir-ed-
Dowleh informed Sir A. Hardinge early in
February that the Russian Minister had
agreed to recommend to his Government
that all these signallers should be withdrawn
from Khorasan and Seistan, hut that the
Russian Government had informed him that
they were sending an expression of their views
on the whole question shortly.
The Russian Telegraph Inspector from
Shusp informed Captain Macpherson that
none of the newly-appointed Russian signallers
or mechanics on the line have yet been
permitted access to it.
Colonel McMahon, through a Native
Attache, has made an enquiry into the causes
of the burning of the “ bhoosa ”, belonging to
the Mission, at Mirjawa by the Governor
of Khwash (see Journal for December). It
appears that the Thanadar of Padaha had
allowed the Governor to go to Saindak with
an escort of two sowars to telegraph to the
Persian Governor of Bam. The Thanadar
of Saindak, in spite of a message from the
Thanadar of Padaha, refused to allow the Gov
ernor to telegraph, or to refer the matter to the
telegraph officials. He is said to have observed
to one of the Governor’s followers that the
Governor was fortunate not to be arrested.
The Governor, enraged by the attitude of the
Thanadar, thereupon returned and set fire to
the Mission store of “bhoosa”, and ordered the
stoppage of supplies to the Padaha post. The
matter has since been settled.
On the 11 th February, the Akhundzada
and Madat Khan left the Mission Camp (see
Journal for January) with many expressions
of good-will to the British, and to Colonel
McMahon in particular. The villagers of Lash
Juwain showed themselves very friendly to the
Mission during their stay by the Farrah Rud.
On the 20th February, Colonel McMahon
handed over to the Persian and Afghan
Commissioners all maps and documents relating
to the Perso-Afghan boundary in Seistan for
delivery to their respective Governments. He
reports that he cannot long defer the delivery
of his water award.
The Yamin-i-Nizam has obtained, and
shown to Colonel McMahon, a copy of the
report against him which was sent to Tehran
at the instigation of the Karguzar (see Journal
