Memorandum of information received during
the month of December 1905, regarding
external affairs relating to Persia.

which it is not always possible to guarantee.]
PERSIA.
1. Tehran .— (Vide paragraph 3 of Memo
randum for November 1905.) On 13th Decem
ber, Mr. Grant Duff telegraphed that there had
been a considerable riot at Tehran, the pretext
being the beating of the shop-keepers by
the Governor. The movement, which was
really directed against the Shah and the Grand
Vizier, might become serious.
2. Tabriz. — (Vide paragraph 7 of
Memorandum for October 1905.) On the 7th
October, His Majesty’s Consul-General at
Tabriz reported that work had been resumed
with energy on the Cere Diz portion of the
Russian road from Julfa to Tabriz. Strong
stone barricades were being built to keep the
water off, and the position of the road had
been changed in certain parts, but the general
opinion still was that a heavy flood would
again destroy it. The building of the new
bridge over the Aji Techai, near Tabriz, had
been abandoned for the present, and alterations
were being made in the existing Persian bridge,
so as to adapt it for the service of motor cars,
which is to be instituted when the road is
ready.
3. TJrumia.—(Vide paragraph 5 of
Memorandum for November 1905.) On the
15th November, Mr. Grant Duff was
instructed to demand the imprisonment for life
of the offenders in the attack on Captain Gough.
Perhaps, after the sentence had been passed, a
reduction to 20 years might be agreed to.
4. On the 11th December, Mr. Grant
Duff telegraphed that permission had been
given by the Shah to Majid-es-Sultaneh
to leave Persia (vide paragraph 8 of Memo
randum for October 1905).
5. Yezd. —On the 30th November, His
Majesty’s Vice-Consul at Yezd reported that
a boy, who had been dismissed from the Mission
School for circulating indecent poetry, had
complained to the Mullas. A leading Mulla
thereupon began preaching against Christians,
threatening the lives of the teachers, and in
citing the people to beat the servants of the
Europeans to death, as well as the pupils.
He stated he would answer to the Shah for
anything that they might do. The Governor

The memoranda regarding affairs on and beyond the North-West Frontier Region of British India bordering Afghanistan. of India include similar information on Khorasan, Seistan [Sistan], and Baluchistan.
