He added that the Persian Government migh
consent to an arrangement on the lines
suggested, if His Majesty’s Government
were prepared to threaten the despatch of an
Indian guard to Henjam. In conclusion, he
invited a reference to the Home Governme •
25. On the 28th September, Major
Cox telegraphed to Tehran that, pending the
result of Mr. Grant Huff’s action on the
Govercment of India telegram 0 e ,
September, it would be convenient if he could
prevail on the Central Government to give
orders for the suspension of the building work
now beginning, as it was close to our telegraph
building, and objected to by the Director of
Telegraphs on departmental and sanitary
grounds. Mr. Grant Duff has addressed a note
to the Persian Government in the sense of this
telegram.
26. Kerman. —Sir Arthur Hardinge on
the 2nd August addressed a note to the Mushir-
ed-Dowleh recommending, for favourable consi
deration, the scheme (paragraph 24 of Memo
randum for August) put forward by Captain
Haworth for the better policing of the
Kerman-Bunder Abbas road.
27. On the 21st August, His Majesty’s
Consul, Kerman, reported that serious disturb
ances had taken place between the Sheikhis and
the Balasiris, concerning their rights to worship
in the Musjid. The Sheikhis opened fire,
apparently in self-defence, with the result that
about thirty persons were wounded. The Gov
ernor called out troops and quiet was restored.
Further telegraphic news, dated 24ih August,
is to the effect that the Mulla Haji Muham
mad Mirza Reza, Balasiri, who has been
a considerable factor in the recent disturb
ances, stated from the pulpit that he intended
leaving Kerman; consequently further dis
turbances are expected. The Balasiris refuse
to let him go, and as he said he would oust
Sirkar Agha from Kerman, his present an
nouncement will probably excite the populace
further {vide paragraph 24 of Memorandum
for July 1905).
28. His Highness the Zafer-es-Sultan has
been reappointed Governor-General of Kerman.
He was the predecessor of the present Gov
ernor-General His Royal Highness the Rukn-
ed-Dowleh.
29. British Post Offices in Persia,-The
Government of India, on the 19th September,
addressed Sir A. Hardinge regarding the
proposed Postal Agreement with Persia (para
graph 20 of Memorandum for July), pointing
out that, in view of the somewhat anomalous
position held by our Post Offices in the

The memoranda regarding affairs on and beyond the North-West Frontier Region of British India bordering Afghanistan. of India include similar information on Khorasan, Seistan [Sistan], and Baluchistan.
