with his staff. The absence of several of the
high ecclesiastics, who are now at open enmity
with the Ain-ed-Dowleh’s administration, was
particularly significant. The Amir Bahadur
Jang, Yaziri Darbar A public or private audience held by a high-ranking British colonial representative (e.g. Viceroy, Governor-General, or member of the British royal family). , has refused the post of
Commander-in-Chief, and the system referred
to in the paragraph quoted above is believed
to be about to be shortly introduced.

November last. The Mulla Mirza Husain
Agha, co-instigator with the ex-Governor of
Urmia in the recent outrages (is reported to
have), left Urmia on the 23rd March.
6. Mons. Naus has, for some time past,
been systematically harassing the employes
of Mons. Leonozoff, the concessionaire of the
Caspian Fisheries, and has instructed his
Custom officials to restrict the privileges
enjoyed by Leonozoff’s agents in accordance
with his own limited interpretation of the
existing engagements. He attempted to
justify his action on the ground that it was
necessary in order to force the Bussian
Legation to agree to a revision of the agree
ment in accordance with the views and
interests of the Persian Government.
He has now succeeded in compelling Mons.
Leonozoff to enter into an agreement to pay
£500 a year for the privileges he requires.
The value of the concession has of late years
been very considerably reduced owing to
Kussian taxation.
7. Vide paragraph 7 of the February
Journal. A further note has been received
from Mons. Nans on the subject of respons
ibility for fraudulent importations or breaches
of the R&glement Douanier. The Russian
Legation have received a similar communi
cation, and both the British and Russian Minis
ters are in accord that a muleteer, as he is not
in the service of the Expediteur, cannot be
deemed the latter’s agent or Ouvrier,
8. The Persian Minister in London has
been created a Prince. This is an indication
of the importance attached by the Persian
Government to the maintenance of eood
relations with the British Government.
The ex-Atabeg bestowed a similar honour
on the Persian Minister at St. Petersburgh
during the height of Russo-Persian intimacy.
9. Tabriz .—Much trouble has of late been
experienced by the merchants of Tabriz trading
with Europe via Trebizond on account of the
harsh application of the Reglement Houanier
by the Belgian Customs Administration. The
formalities required and the penalties inflicted
for offences against these formalities, are nracti
cally ruining the trade of Nonh-Webern
Persia from Trebizond, and a deputation of
traders has discussed the matter with Sir A.

A note accompanying each memorandum states that they are 'based upon reports, the accuracy of which it is not always possible to guarantee'.

The memoranda relating to Persia, divided into sections concerning Tehran, Bushire, Shiraz, Arabistan, Henjam, other locations in the region, and general matters, include information on political affairs, Russian influence, arms, quarantine, shipping, the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , telegraphs, oil, loans, law and order, British post offices in Persia, and customs.

The memoranda regarding affairs on and beyond the North-West Frontier Region of British India bordering Afghanistan. of India include similar information on Khorasan, Seistan [Sistan], and Baluchistan.
