depend in part upon our present relations with King Hussein, our position in
Egypt and the Red Sea, and the relations we hope to establish with the surround
ing Arab countries.”
LORD CURZON: We want something more precise than this. We want
something about commercial concessions, banks, railways, subsidy, and arms.
SIR LOUIS MALLET: A series of draft treaties is being prepared in the
Foreign Office covering the whole of this ground.
LORD ROBERT CECIL: Yes.
LORD CURZON: Yes, but when Mr. Balfour goes to Paris, supposing on an
early date the French say, “We want to have a discussion with you as to how we
are to settle this question of the King of the Hejaz,” and Mr. Balfour is called upon
to state our policy, he really will not find very full guidance in the references in
this Paper. I had hoped from this discussion that we should have carried matters
further. Although I believe there is general agreement here, I doubt if I have
the material for drawing up a series of resolutions*upon the brief discussion we
have had.
LORD ROBERT CECIL: I think in any case it would be a very good thing if
you would draw up resolutions, if you had time to do it, because they focus discussion
and you get something definite and clear. We can do that in the Foreign Office, if
you like.
LORD CURZON: Yes, if you will do it in the Foreign Office and see me about
it, then we will submit a draft.
SIR LOUIS MALLET: I think we have got all the material. We have been
discussing the question of treaties with Hurst.
LORD CURZON: Then we will take the rest of Arabia at our next meeting, and
afterwards Persia.
LORD ROBERT CECIL: Yes.

This file is composed of papers produced by the War Cabinet's Eastern Committee, which was chaired by George Curzon for most of its existence. The file contains a complete set of printed minutes, beginning with the committee's first meeting on 28 March 1918, and concluding with its final meeting on 7 January 1919 (ff 6-214 and ff 227-272).

The file begins with two copies of a memorandum by Curzon, dated 13 March 1918, proposing the formation of the Eastern Committee. This is followed by a memorandum by Arthur James Balfour, Secretary of State for Foreign Affairs, approving Curzon's proposal, and a copy of a procedure for the newly created committee, outlining arrangements for committee meetings and the dissemination of information to committee members.

Also included is a set of resolutions, passed by the committee in December 1918, in order to guide British representatives at the Paris Peace conference (ff 216-225). The resolutions cover the following: the Caucasus and Armenia; Syria; Palestine; Hejaz and Arabia; Mesopotamia, Mosul, Baghdad and Basra. They are preceded by a handwritten note written by Curzon 'some years later', which remarks on how they are a 'rather remarkable forecast of the bulk of the results since obtained.'
