Telegram from the Secretary of State to Viceroy, Army Department, dated
26th November, 1918.
HIS Majesty’s Government appreciate Malleson’s difficulties, bnt with reference to
his telegram No. 20317,1 would remind you that on the 2nd October you reported, alter
enquiry from him, that the financial matter was not urgent. On the 17th October he
was instructed that His Majesty’s Government desired to avoid financial commitments,
and that his negotiations with Askabad Government should be limited to questions of
currency, and it was not till the 11th November that he represented that financial
assistance was very urgent.
Further, His Majesty’s Government had been led to suppose that the 72,000,000
roubles captured by the Askabad Government would carry them on for some time.
While His Majesty’s Government desire, in the interests of India, to keep the
Askabad Government in existence as being the only organisation tending towards law
and order in those parts, and appearing to work in our interest, and likely to prevent
Bolshevism from penetrating Khorassan or troubling Afghanistan, they cannot meet
large recurrent payments specified in your telegram No. 15()G4 of the 20th November.
Malleson’s own liabilities for stores, &c., must, of course, be met either by drafts or
silver, but the most His Majesty’s Government can undertake would be payment of a
lump sum to Askabad Government in Persian currency in full discharge both of actual
liabilities incurred by Malleson, and of any definite promises he may have made ol
financial support. For purposes beyond this no silver is available except at the expense
of other financial obligations in Persia, of which you are aware. It is for you to advise
His Majesty’s Government as to amount required for this purpose, and whether you
consider objects aimed at and results likely to be secured are of sufficient importance
to justify such financial dislocation and disturbance of our policy in Persia.

This file is composed of papers produced by the War Cabinet's Eastern Committee, which was chaired by George Curzon for most of its existence. The file contains a complete set of printed minutes, beginning with the committee's first meeting on 28 March 1918, and concluding with its final meeting on 7 January 1919 (ff 6-214 and ff 227-272).

The file begins with two copies of a memorandum by Curzon, dated 13 March 1918, proposing the formation of the Eastern Committee. This is followed by a memorandum by Arthur James Balfour, Secretary of State for Foreign Affairs, approving Curzon's proposal, and a copy of a procedure for the newly created committee, outlining arrangements for committee meetings and the dissemination of information to committee members.

Also included is a set of resolutions, passed by the committee in December 1918, in order to guide British representatives at the Paris Peace conference (ff 216-225). The resolutions cover the following: the Caucasus and Armenia; Syria; Palestine; Hejaz and Arabia; Mesopotamia, Mosul, Baghdad and Basra. They are preceded by a handwritten note written by Curzon 'some years later', which remarks on how they are a 'rather remarkable forecast of the bulk of the results since obtained.'
