The Committee decided—
That the question should be lejt for decision by an informal
conference consisting of Lord Curzon, Mr. Montagu, Lord
Robert Cecil, Sir Mark Sykes, and the Chief of the Imperial
General Staff (or his representative), to meet m Lord
Curzon s room at the Privy Council Office on Monday, the ^Ist
October, 1918, at 3 p.m., the necessary papers to be collated,
and submitted to the conference by the Secretary of State
for India m concert with the War Office.
7. With reference to Minute 3 of the Thirty-second Meeting,
Mr. Montagu stated that he had telegraphed privately to the Viceroy,
in reply to the latter’s telegram of the 1st October (E.C.—1803),
asking whether the prospect ol an early Turkish capitulation affected
the Government of India’s views as to the unity of command in the
Middle East. The Viceroy had replied that, after consulting the
Commander-in-Chief, he still pressed (for reasons stated) for an early
decision on the subject.
The Committee decided—
That the discussion of the question should be resumed at the
earliest opportunity, when the Chief of the Imperial General
Staff could be present.

The file begins with two copies of a memorandum by Curzon, dated 13 March 1918, proposing the formation of the Eastern Committee. This is followed by a memorandum by Arthur James Balfour, Secretary of State for Foreign Affairs, approving Curzon's proposal, and a copy of a procedure for the newly created committee, outlining arrangements for committee meetings and the dissemination of information to committee members.
Also included is a set of resolutions, passed by the committee in December 1918, in order to guide British representatives at the Paris Peace conference (ff 216-225). The resolutions cover the following: the Caucasus and Armenia; Syria; Palestine; Hejaz and Arabia; Mesopotamia, Mosul, Baghdad and Basra. They are preceded by a handwritten note written by Curzon 'some years later', which remarks on how they are a 'rather remarkable forecast of the bulk of the results since obtained.'
