% BAGDAD telegram No. 6113 of 25th July : Khurma.
Pnless you see grave objection, please communicate following message from His
Majesty’s Government to King Hussein :—
(P.) “His Majesty’s Government notice with grave concern the increased signs
of dissension between the two great leaders of the Arab peoples. His Majesty’s Govern
ment believe that these events are the result of the actions of intriguers, who endeavour
to set the leaders of the Arabs at variance in order to help the enemy. But they
cannot tolerate dissension between their friends, and they must insist, on pain of their
severe displeasure, that neither party shall take any action likely to lead to open breach.
As a means of preventing occurrence so disastrous to all concerned, His Majesty’s
Government request that King of Hedjaz will send a conciliatory message to Ibn Sand
through British telegraph suggesting amicable exchange of views with object of
arriving at settlement of outstanding differences. Most important that each ruler
should know mind of other. His Majesty’s Government, having long experience of the
integrity of both, are confident that, by rapid interchange of views, friendship and
confidence will be restored.” (End of Pi.)
Baghdad is being instructed to convey similar message to Ibn Sand. In com
municating message to King, it should be impressed upon him that war with Ibn Sand
would endanger all his prospects, and discredit whole Arab movement in eyes of world.
He must trust to us to see that his true interests do not suffer. Attitude of wise and
statesmanlike restraint can only enhance King’s position and reputation throughout
Arab countries.

This file is composed of papers produced by the War Cabinet's Eastern Committee, which was chaired by George Curzon for most of its existence. The file contains a complete set of printed minutes, beginning with the committee's first meeting on 28 March 1918, and concluding with its final meeting on 7 January 1919 (ff 6-214 and ff 227-272).

The file begins with two copies of a memorandum by Curzon, dated 13 March 1918, proposing the formation of the Eastern Committee. This is followed by a memorandum by Arthur James Balfour, Secretary of State for Foreign Affairs, approving Curzon's proposal, and a copy of a procedure for the newly created committee, outlining arrangements for committee meetings and the dissemination of information to committee members.

Also included is a set of resolutions, passed by the committee in December 1918, in order to guide British representatives at the Paris Peace conference (ff 216-225). The resolutions cover the following: the Caucasus and Armenia; Syria; Palestine; Hejaz and Arabia; Mesopotamia, Mosul, Baghdad and Basra. They are preceded by a handwritten note written by Curzon 'some years later', which remarks on how they are a 'rather remarkable forecast of the bulk of the results since obtained.'
