Telegram to Sir Ti. Wingate, Rami eh.
(So. 885.) Foreign Office. July 15, 1918.
YOUP telegram No. 1050 of 9th July : King Hussein and Bin Saoud.
Following telegram has been addressed to Bagdad :—
“ Cairo telegram No. 1050 of 9th July : Bin Saoud.
“His Majesty’s Government consider that no effort should he spared to lessen
friction and prevent hostilities between Bin Saoud and King Hussein. Please arrange
to despatch suitable British officer to Bin Saoud at earliest possible moment with
message in following terms :—
(R.) “ ‘ I am charged by m 3 7 Government to deliver to you this message of
friendship and good-will, even as my colleague, Colonel Wilson, has been charged to
deliver the same message to King of Hedjaz :—
“ ‘ “ His Majesty’s Government note with regret that the letters exchanged
between the two great leaders of the Arabian people show that there is between
them a danger of serious misunderstanding. Should there cease to be friendship
between them a calamity would threaten the whole Arab people, and there would be no
advantage to any but those who wish them ill. His Majesty’s Government appeal to
both to show wisdom and forbearance. A common enemy threatens the independence
of the Arabs. How often have the Arabs lost their independence, because, being
disunited, they were defeated by a Pow r er which could not otherwise have conquered
them ! In this age of world war, misunderstanding between the Arabs would not only
help the enemy to rob the Arabs of the liberties the } 7 have won, but would impede the
efforts which His Majesty’s Government are making to free the rest of the Arabs who
are still under the yoke of the Turkish oppressor. His Majesty’s Government are
ready and willing to give any help to the twx) great Arab leaders which will assist
them in coining to an agreement by negotiation.” ’ (End of R.)
“ Cairo is being similarly instructed in regard to King Hussein. His Majesty’s
Government consider that British officer who takes message should, if possible, remain
with Bin Saoud for the present. They think it important in these critical times to have
someone constantly at hand to advise and restrain Emir with special object of keeping
peace between him and King Hussein, and if possible promoting rapprochement
between them. It is for consideration whether the two chiefs could not be induced to
send representatives to some neutral locality with a view to negotiating engagement to
refrain from hostilities. We should be glad to have Cox’s views on this point or on
any other action that he thinks it would be feasible to take. In the event of the
adoption of our suggestion we should like to be informed of the name of the officer
deputed by you.

This file is composed of papers produced by the War Cabinet's Eastern Committee, which was chaired by George Curzon for most of its existence. The file contains a complete set of printed minutes, beginning with the committee's first meeting on 28 March 1918, and concluding with its final meeting on 7 January 1919 (ff 6-214 and ff 227-272).
The file begins with two copies of a memorandum by Curzon, dated 13 March 1918, proposing the formation of the Eastern Committee. This is followed by a memorandum by Arthur James Balfour, Secretary of State for Foreign Affairs, approving Curzon's proposal, and a copy of a procedure for the newly created committee, outlining arrangements for committee meetings and the dissemination of information to committee members.
Also included is a set of resolutions, passed by the committee in December 1918, in order to guide British representatives at the Paris Peace conference (ff 216-225). The resolutions cover the following: the Caucasus and Armenia; Syria; Palestine; Hejaz and Arabia; Mesopotamia, Mosul, Baghdad and Basra. They are preceded by a handwritten note written by Curzon 'some years later', which remarks on how they are a 'rather remarkable forecast of the bulk of the results since obtained.'
