Minutes of the Third Meeting.
The Third Meeting of the Eastern Committee was held in Lord Curzont Room at the
Privy Council Office on Friday, April 12, 1918, at 4 f.m.

Action in Respect 1. The Committee had before them a loreign Office Memo-
to Emir Faisal. randum, commenting on General Clayton’s telegram (E.C.-66),
consideration of which had been postponed from the last meeting
(see Minute 2).
Sir Mark Sykes, who was unavoidably absent, had, in consulta
tion with the Director of Military Intelligence, at the Chairman’s
request, prepared a draft reply to General Clayton. Ihe draft was
read to the Committee by the Chairman, and, alter slight alteration,
adopted.
It was decided—
That it should be telegraphed by the Foreign Office to General
Clayton. (This telegram (E.C.-123) will be circulated later.)
Action in Respect
to Idrisi.
2. The Committee had before them a telegram from Sir R. Win-
ate (E.C.-75), giving an account of the present condition of the
drisi, a letter from Brigadier-General Beatty, retrospective in
haracter (E.C.-89). and a later telegram from Sir R. Wingate
E.C.-lll) answering the questions raised at the first meeting
Minute 2). .
Sir R. Wingate recommended the grant to the Idrisi of 25,0(XK.
s a present for past services (see E.C. 31), and a monthly grant of
2,000/. for the future. . .
The Director of Military Intelligence pointed out that the Idrisi

This file is composed of papers produced by the War Cabinet's Eastern Committee, which was chaired by George Curzon for most of its existence. The file contains a complete set of printed minutes, beginning with the committee's first meeting on 28 March 1918, and concluding with its final meeting on 7 January 1919 (ff 6-214 and ff 227-272).
The file begins with two copies of a memorandum by Curzon, dated 13 March 1918, proposing the formation of the Eastern Committee. This is followed by a memorandum by Arthur James Balfour, Secretary of State for Foreign Affairs, approving Curzon's proposal, and a copy of a procedure for the newly created committee, outlining arrangements for committee meetings and the dissemination of information to committee members.
Also included is a set of resolutions, passed by the committee in December 1918, in order to guide British representatives at the Paris Peace conference (ff 216-225). The resolutions cover the following: the Caucasus and Armenia; Syria; Palestine; Hejaz and Arabia; Mesopotamia, Mosul, Baghdad and Basra. They are preceded by a handwritten note written by Curzon 'some years later', which remarks on how they are a 'rather remarkable forecast of the bulk of the results since obtained.'
