this with accuracy. Whether question confined to right
of search in the open sea or territorial waters only it
is considered discontinuance would under present conditions
be serious blow at any effective effort to sup ress slave
trading or traffic in arms. Practice followed at present
is governed by instructions contained in otation rder
Book Articles hos. 968 and 969 with special reference
to paragraph 3 and paragraph 3 respectively. Probable
result of discontinuance would be transfer of dhows now
flying Arabic or Asir colours to Hedjaz more especially
