keep her U.N. contingent in Alaska. The
other four Powers maintain that the forces
could be kept in any place to which a con
tributing Power had legal access. Russia
does not consider that bases are among the
“ facilities ” which the Charter expects
members to put at the disposal of U.N.
forces. Russia wishes the U.N. forces to
return home within 30 to 90 days of com
pleting any allotted task. The other
Powers are content with “ as soon as
possible." The contingents cannot be used
against any of the Permanent members,
nor would it be easy to employ them against
the friends of Permanent members. Such
are the underlying assumptions of the
Charter. For all that, the report records
a notable achievement, since this prelimin
ary work of the Military Staff Committee
has brought a step nearer the formation of
the first international police force in
modern history.
