In view of the evidence of the British
West Indian Seamen regarding the inva
sion ships in Cuban Waters (see ’Summary
No. 406), the Dominican Government, while
making no accusation against the Cuban
Government, consider that there is enough
evidence to justify a thorough investigation
by the Cuban authorities, and have re
quested all concerned to co-operate in clari
fying the situation.
The Dominican Government have given
the French, Portuguese, Egyptian and
Swiss Governments to understand that any
Dominican visas or passports held by
Jewish terrorists are forged and should be
impounded. Special censorship has also
been imposed to prevent pro-Jewish ter
rorists pictures.
Ecuador
Colonel Mancheno, who forcibly took over
power from Dr. Velasco on the 23rd August
(see Summary No. 406), has assumed the
title of President of the Republic and de
clared the 1906 Constitution to be in force.
He has promised to hold elections for the
Constituent Assembly “ according to the
development of events,” though his sub
sequent references to the Assemblies as
hotbeds of unrest, make his intentions
doubtful.
The cabinet, mainly composed of Liberals,
is complete. The appointment of Senor
Leopoldo Chavez, Chairman of the Council
of Economy under the recent Government,
as Minister of Economy, is a guarantee that
there will be no great change in the sound
economy policy of recent months, and has
had a reassuring effect on public opinion.

Egypt
On the 26th August, after the Brazilian
delegate had defined Egypt’s demands as
” a political problem involving legal
aspects on which the Council could not give
a just decision,” the President (Syria’s
delegate) made a speech which was 100 per
cent. pro-Egyptian, ignoring completely the
United Kingdom arguments. The Austra
lian delegate, Colonel Hodgson, then, in an
able speech, showed the extent of Egypt’s
debt to the x\ustralian forces—and to the
forces of the United Kingdom which
Nokrashi reviled. Justifying his amend
ments, he urged that the Council should
be informed of the results, not of the pro
gress, of the Anglo-Egyptian negotiations,
since the Brazilian resolution envisaged
their success, not their failure. After the
Council had disposed of the case, he said
he would like it removed from the Agenda.
Nokrashi stated categorically that Egypt
would not discuss the Sudan with the
United Kingdom. Nile Valley matters
were, he claimed, domestic between Egypt
and the Sudan. He had no use for Brazi
lian resolution or Australian amendments.
Poland’s delegate repeated himself, and Sir
Alexander Cadogan urged acceptance of
the Belgian amendment, since Article 36 (3)
of the Charter laid down the principle that
“ legal disputes should as a general rule be
referred by the parties to the International
Court.” He told the Council that he
assumed the validity of the 1936 Treaty
until a competent authority had declared it
invalid, and he concluded with the funda
mental principle with which he had opened
his case— pacta sunt observanda.
On the 28th August the Brazilian reso
lution obtained 6 instead of the 7 votes
needed for adoption. The Polish delegate
voted against: the Russian, Syrian and
Colombian delegates abstained, the last-
named because he thought that he had
devised a resolution to concede the justice
of the Egyptian demands for the departure
of United Kingdom troops and, at the same
time to recognise United Kingdom rights
in the Sudan and the principle of the
sanctity of treaties, which was the basis of
the British case. His resolution called
upon the two Governments :
(a) to resume direct negotiations with a
view (1) to completing at the earliest
possible date the evacuation of all
British Military, Naval and Air
forces from Egyptian territory,
mutual assistance being provided in
order to safeguard in time of war or
imminent threat of war the liberty
and security of navigation of the
Suez Canal and (2) to terminating
joint administration of the Sudan
with due 'regard to the principle of
