EUROPEAN ECONOMIC CO-OPERATION CONFERENCE
The solitary man, said Aristotle, is either
a God or a beast, and the same is true of the
solitary nation. Except with the fortunate
few, “ autarchy ” means a ceaseless strug
gle for a bare living, interdependence alone
can make life human.
After the second World War, large areas
of Europe, where more men lived than could
live of their own, found themselves cut off
from part of their normal sources of food
and raw materials. Russia had curtained
off Eastern Germany and the greater part
of Eastern Europe. South-East Asia was
largely in chaos, and because rice exports
from Burma had ceased, grain, which would
normally have gone to Europe, had to be
diverted to India. Great Britain in par
ticular had sold the investments she had
made in the countries which supplied her
with food and raw materials. Europe her
self had experienced the devastation of
war, and a vast reduction in her shipping.
Thus, with lessened resources she found
herself dependent on the countries of the
Western Hemisphere.
At first, thanks to the generous assistance
of the United States and others, and of
U.N.R.R.A. combined with the great efforts
of the European countries themselves, con
ditions began to improve; but supplies of
