Tne Sultan of Muscat agrees to grant H.M's Govern,
ment exclusive rights to establish and maintain as his
agents, and subject to the provisions of this agreement and
of the Air Navigation for Civil Aircraft issued by him,;to
construct an aerodrome at Gwadur and a landing ground at
^ inas and ancillary services within the territories of the
Suitan 01 Muscat, and to charge fees in respect of the use
of these two aerodromes and such ancillary services.
(b) Article 2.
In paragraph (2) for "aerodrome or aerddromes"
should be substituted "the said aerodromes"./

The article concerning the Customs dues. It is
evident from the proposed arrangements that the stores and
materials imported in my territory for the B.a.F. should be
subject to custom duty. This is against the principles ;
of the exemption of Custom duty which I have accorded to
the military forces of H.M's Government oA their stores and
materials which are specially imported for the their own use
I think that the sanction accorded by me still holds good,
that is, the stores and materials of H.A.F. are exempt fa
from duty. The Imperial Airways, other Companies and their
staff should however pay duty on all their stores which are
importea for their own use. But what I would wish to
invite the attention of my friend the Government is about
the rent of the aerodrome at Gwadur. My Government was the
first Independent Government which agreed to grant facili
ties for aircraft in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. air service and the

The volume contains telegrams, and letters between British officials and the Sultan of Muscat and Oman related to the signing of a civil air agreement between the two governments. The volume includes drafts of the Muscat Civil Air Agreement both in Arabic and in English (ff 13-30). These were shared with the Sultan for amendments and further discussions. On 25 October 1934, an agreement valid for four years (ff 74-96) was signed between Major Claude Edward Bremner, the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Muscat, on behalf of His Majesty’s Government and Sa‘id bin Taymūr Āl Bū Sa‘īd, the Sultan of Muscat and Oman on behalf of the Government of Muscat and Oman. The contents of the agreement are the following:

  • Air navigation regulations for civil aircraft made by His Highness the Sultan of Muscat and Oman
  • Heads of agreement between His Majesty’s Government in the United Kingdom and the Sultan
  • Conditions laid down with the approval of the Sultan to govern the use of the aerodrome at Muscat
  • Special authorisation for aircraft to land in and fly over Muscat
  • Extract from Air Ministry notice to airmen
  • Housing fees.

Alterations to the agreement were discussed among the two parties, which resulted in a modified copy of the agreement (ff 208-223) that was signed on 20 March 1935.

Other issues discussed in the volume are the following: the British Government’s expectation of the use free of charge of existing or future service facilities for the Royal Air Force in Muscat territory, and that the military aircraft belonging to or employed in the service of His Majesty shall at all times enjoy priorities; the use of the facility at Gwadur by private aircraft; and the question of whether to allow French and Dutch aircraft to use the facilities in Muscat territories and the conditions around that.
