Kerman and Bam.
[From 1st to 31st January),
[Furnished by Captain D. L. R. Loeimer, T.A.].
Local Officials. 325. Bcference pcrcgraph 1568 of 1913. According to telegraphic advice
received from His Majesty's Minister, Tehran, the Minister of Foreign Affairs has
notified the appointment to Kerman as Karguzar of the Moham-ul-Mulk. This
man was previously Karguzar at Enzeli. He is unknown to His Majesty's Lega
tion. He did not arrive during the month.
326. The Sardar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Muhtasham, who shows no signs of moving from Tehran,
is said recently to have telegraphed to the Assistant Superintendent of Police and
other local officials requiring them to send him sums of money varying from 150
to 500 tumans. This is hardly playing the game on the part of an absentee
Governor.
Gendarmerie-
Local Government. . 327 . Reference paragraph 133. His Majesty's Consul understands that sane
tion has been received liom Tehran for the transfer of the present quarters of
the Karguzar to the gendarmerie. Negotiations are in progress between the
interested parties.
328. A further petition was recently received by His Majesty's Consul from
some of the townspeople against t he despatch of Bakhtiaris to Kerman. This was
followed on January 2nd by a visit from a deputation headed by the Iftikhar-us-
Sadat. It was explained that no objection was taken to the Sardar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Muhtasham
personally, but only to the flooding of the district with hordes of hungry
and rapacious Bakhtiaris, His Majesty's Consul said that he could add noth
ing to the answers previously made to similar petitions received in the past
He promised, however, to bring the fact of the petition to the notice of His Majesty's
Minister, which he now does. He further pointed out that there was some reason
to hope that the institution of European control over the Revenue Denartment
and of the gendarmerie under Swedish officers, would tend to redmJ the op
portunities for oppressing the people enjoyed by Governors and their hangers-on.
329 The following day a letter asserting the merits of the Bakhtiaris and the
