Owing to Salim Khaja’s doubtful status, and his not having as yet been officially
recognised by the Persian Government, the Deputy Governor, and His Britannic
Majesty’s Representative did not attend.
(c) . Among those who did attend, were Monsieur Willemsens, Director of Cus
toms, and Herr Rosenfeld, Manager of Messrs. R. Wonkhaus and Co.
(d) . The flagstaff at the Turkish Consulate was dressed with flags during the
day, and illuminated at night.
454. On the 28th instant, plague was reported to have broken out at Debai
and it was said to be rather severe.
455. News received on the 28th instant from Shargah stated that Shaikh
Sagar bin Khalid, Shaikh of Shargah, together with several of his own household
had died of plague.

Local Government. 456. A conflict has arisen between the Persian Authorities and the local
Director of Customs regarding the appointment of a Deputy-Governor for Kishm
y™ 1 ; La f year Shaikh Ibrahim was Deputy-Governor, but at the Nauroz one
Shaikh Saleh offered to pay 10 % more revenue than last year, and the offer was
accepted by the Customs. His Excellency Mowaqqar-ud-Dowleh however refused
in the appointment and telegraphed to the people of Kishm nominating
Shaikh Ibrahim as Deputy-Governor and instructing them to pay the same revenue
to him as had been paid the previous year. The Director of Customs at Bushire
also sent a similar telegram. The Director at Bandar ’Abbas thereupon tele
graphed to lehran asking whether he was subordinate to Bushire in his capaeitv as
Director of Finances, and received a reply in the negative. On the 24th Anri?
