597. The following report has been received from His Majesty’s Consulate Foreign low*,,
Mirza Baud (the Russian Agent) says that they have sent him a flag, but
have laid injunctions on him with which he cannot comply, and.the flag is there
fore not displayed. He also says that he has received written instructions to
purchase land and prepare a place for a Consulate, that great stress was laid on
his doing this quickly, and that it was said that Cossacks were being sent
him.”
This seems on the whole improbable ; it may be an attempt on Mirza Baud’s
part to increase his consequence for the moment or an endeavour by His Majesty’s
Consulate
