advantages in remaining within the free association of the British
Commonwealth, But it is a free association, and we have no desire
to press India to sta.y within it against her considered, judgment*

institutions with the minimum of disturbance and the maximum of

It is of the greatest importance that the transfer of responsibility
should be smoothly and efficiently carried through. This is
