all of them are to receive allowances in the future, the
Civil List will slowly eat up the whole of the revenue.
Almost all the Khalifas own property hut they drain
it dry hy squeezing out every anna of rent and by never
spending money on keeping up their gardens. As a result
the value of their gardens decreases.
Protection . The second largest item of recurrent
expenditure. The State forces consist of xQ8 Punjabi Police,
37 local Police, and xi3 local armed watchmen. The Punjabi
Police supply a guard to H. M*s - Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , a body
guard to H. E» Shaikh Hamad and posts at Muharrak and Rufaa.
The balance, are in Manama. The rest of the force is in
Ifenama and tn ItosuDds. Muharrak. The whole force is under
the Command of Captain L. S. Parke assisted by an Indian
Officer and two Amirs.
Protection absorbs 17^ of the total budgetted revenue
but owing to the political and geographical position of
Bahrain and the cosmopolitan population it is considered
essential to maintain an efficient force.
Reserve Pund. Rs .2,00,000/-. \ It has been possible to
set adide two lacs One lakh is equal to one hundred thousand rupees during the year as the beginning c± a
reserve fund which will be added to as opportunioy o^cu_^.
This item is shown under expenditure in order to simpl-fy
the accounts.
Until now the State has had no Reserve Fund. A- tne
end of j.344 the State owed large sums on account oi several
big contracts for public works. Fverying ^ La£ now-been
off and the total assets shown at the end of the year are
entirely free from any charges.
Customs. There is little alteration in the expenditure
on this department.
The department collects the whole State revenue, except
Court fees, and is in reality the revenue and Customs Depart
ment. It is under the direction of Mr. O.de Grenier and a
