G-ermans here are much quieter now. It does not follow '
that they are not organizing as actively as ever in secret V'
but I am inclined to believe that so long as they continue
to expect quick victory over Great Britain they will not
think" it worth while to make trouble here by Fifth Column
methods which might not be successful. One well informed
observer thinks that the Russians here are watching German
activities with unfriendly eyes.
The Germans may well believe that as a result of the
collapse of France Iranian Government will adopt policy
friendly to Germanyo Cancellation of credits agreement with
His Majesty's Government is not necessarily evidence to that
effect. Shah had grievances against His Majesty' s Government
(see my telepram No. 18^ ) a Moreover [grp.undec] showed that
he wanted^tb dispose of"’reports that the Iranian Government
had accepted foreign loan and another object is said to be the
defence against rumours that he personally had received and
spent such loan. But our relations with Iran are not good
and telegram from Iranian Government to Turkish Government
congratulating the latter on remaining outside the European
war must please Germany rather than His Majesty's Government.
There are persistent rumours that the Shah contemplates some
coup against Anglo-Iranian Oil Company but no confirmation lias
been obtained and it is difficult to see what he could gain
e.g. by cancelling concession in present circumstances. I am
hopeful that favourable decision about the price of rails
to be supplied from India (m y telegram NQq 195) may come in
time to turn current [grp.uncTec] in our favouf 1 . V/hen Germany
i Ms failed to fulfil her" boast about defeating Great Britain
in the near future that should have favourable sobering effect

That Germany cannot do as she pleases here is proved by
the attitude to Persian broadcasts from Berlin reported in my
telegram No. 69 EMPAX. Anglo-Iranian Oil Company report that
authorities in oil area are talcing possible German menace
seriously and I learn that extra troops have been sent there.
In Tehran strong guards posted round the Ministry of War
during last few days is outward sign of determination to
preserve order. Significance of change of Prime Minister not
yet apparent but Daftari who was certainly pro-German was
dismissed in disgrace.
On the whole evidence tends to show that while the Shah
will not want to offend Germany [?so long as] latter is
victorious he will continue to observe neutral attitude.
