The question has arisen of 7/haVTs t6' happen ^^
to the tripartite censorship in Tehran* when the war with
Germany has come to an end. The Chief British Censor
here has discussed the point in a memorandum of which
I enclose a copy. It is addressed to the Director of
Censorship in the liiddle East but a copy has gone to
the Director-General, Post and Telegraph Censorship in
London and the Foreign Office will doubtless be
consulted.
The memorandum gives in paragraph 4 the views
expressed by the Embassy, and in paragraph 7 what C.I.C.I.
think. Lascelies is going on leave in a few days and
he should I think be present if the subject*is discussed
in London.
Our view is that the interests of all the
security authorities, including C.I.C.I., would be quite
adequately safeguarded, during the period of war with
Japan, by a censorship covering telegrams and letters
only. Probably indeed the censorship of letters could
be abandoned without much risk, since the only local
subjects likely to be of much interest to the Japanese
are the movement of shipping in the Gulf and sabotage of
the oilfields - and information on the former subject
must be transmitted rapidly to be of any use. We have,
however, no great objection to the continuance of letter
censorship from the political point of view and it would

The file covers: relations between Persia, the Soviet Union and Germany, 1940; the Persian Government’s desire to replace British personnel working in its aviation operations with personnel from the USA, and the proposed use of Persian aerodromes by the Soviet Government, 1940; reports of German infiltration in Persia, 1941; British concerns about an increase in Soviet propaganda in Iran, 1943; the activities of the Anglo-Soviet-Persian Censorship office, 1944; reports that the Soviet Consulate in Ahwaz [Ahvāz] wished to open a ‘propaganda shop’ at Abadan, 1945; notes about the Soviet Union and North Persia, written by the British Ambassador in Tehran, Reader William Bullard (ff 18-22, ff 3-4).
