of Security Council, Mr# Henderson said that he did not
(repeat not) favour despatch of United Nations observers
to forthcoming Persian elections# Although in the past
elections in Persia had produced rough and ready results
in the way of choice of representatives of educated
classes, they had always been rigged to a degree which
would moke it impossible for a group of foreign observers
to perform any useful function in the way of preventing
abuses,
5. On the other hand Mr. Henderson thought that
there might be advantage in encourging the Persian
Government to invoke the assistance of the United Nations
Economic and Social Council in carrying out internal
reforms# At the same time he foresaw that this matter
would require to be most carefully handled if a Persian
approach for assistance were not to set on foot Soviet
manoeuvres in Economic and Social Council resulting in
over-extensive recommendations for reforms in Persia which*
if applied in practice, would leave existing confusion
there v/orse confounded.
6. Mr. Henderson found himself in full agreement
with your suggested remedies c) and d). He took note of
your wish that United States Ambassador in Tehran should
be authorised to enter into discussion with Mr. Le Rougetel
with a view to recommending urgent parallel action which
might be taken in co-operation. Incidentally, at one
point in his talk with Mr. Balfour, Mr. Henderson remarked
that he hoped that for the sake of our prestige in the
United States and elsewhere His Majesty's Government were
in no way seriously contemplating any return, even as a
/pis-aller,

The file covers: relations between Persia, the Soviet Union and Germany, 1940; the Persian Government’s desire to replace British personnel working in its aviation operations with personnel from the USA, and the proposed use of Persian aerodromes by the Soviet Government, 1940; reports of German infiltration in Persia, 1941; British concerns about an increase in Soviet propaganda in Iran, 1943; the activities of the Anglo-Soviet-Persian Censorship office, 1944; reports that the Soviet Consulate in Ahwaz [Ahvāz] wished to open a ‘propaganda shop’ at Abadan, 1945; notes about the Soviet Union and North Persia, written by the British Ambassador in Tehran, Reader William Bullard (ff 18-22, ff 3-4).
