reference paragraph 3*
Pelly is still strongly of opinion that Buraimi
should be excluded from sc ipe of c onference. I have
not the previous papers with me but if I remember
rightly I have not been instructed to inform the Sultan
about the conference and ascertain whether he is willing
to send a representative. May I let him know in general
terms what is at present proposed ? I will then reoort
his reactions and submit my final views on the point
at issue.
