to the Persian Minister in London. Since the olaiia in
question is one between a Persian subject and the ruler
of a third State and arises out of events none of which
took place on Persian territory, this protest should, I '
surmise, properly have been presented through the Persian
Minister in London and it would, therefore, be open to
me on formal grounds to reply to the Persian flovernment
on these lines, adding that the dossier had been transmitted
to Your Lordship. If the Persian Government then
really desired to pursue the matter they could do so,
according to the usual diplomatic practice, through
their representative in London.
4. The chief advantage of this course would
be that it would administer a rebuff to the pretensions
of the Persian Government who in putting forward this
claim are not, I believe, actuated by feelings of
sympathy for the claimant but by a desire to keep alive
their claim to and grievance regarding Bahrein. This
is also, to some extent, an argument for Ignoring the
note altogether. The similar correspondence mentioned
above was, however, conducted through this Legation.
5. I gather that some correspondence passed
on this subject between Your Lordship*s Department and
the claimants Solicitors in 1930. It is also possible
that Your Lordship may already have received the petition
referred to in the note from the Persian Minister in
London, and have either replied to the Minister or

This file contains papers relating to a legal dispute between Yusuf Lutfally Khunji and Shaikh Hamad bin Isa Al Khalifa, the ruler of Bahrain. The case concerns a joint venture between the aforementioned parties to set up and operate an ice-making plant in Bahrain at a spring owned by Mr. Khunji in 1922. Following the expiration of a five year monopoly on the manufacture and sale of ice in Bahrain, the two parties fell into a dispute on the plant.
The majority of the papers consist of legal correspondence between Mr Khunji's lawyers in Manchester and either the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in Bahrain or the Financial Advisor to the Ruler of Bahrain, Charles Dalrymple Belgrave. Of note, however, are letters of intervention by the Foreign Minister of Iran through the Persian Legation in London, protesting the treatment of a Persian subject in British protected territory.
