I have the honour to transmit to
your Lordship herewith, a oopy of a communication fro®
the Persian Government regarding the claim of on© Yusuf
Lutfali Khonji againct Sheikh Harned of Bahrein. A oooy
of a despatch which 1 have addressed to the acting
Political Heaident at Bushire is also enclosed. I have
not asked the Minister for Foreign Affairs for a copy
of the missing petition pending a decision upon the
points with which I deal below.
2 # The substance of any reply to the Persian
Government will doubtless depend on Major Fowlers report.
But I do not propose to reply without Your Lordship 1 s
instructions, as I am not sure whether Your Lordship
would wish any reply at all to be given to this
communication from the Persian Government. It does
not specifically ask for a reply, but the tone is
Insolent and the final paragraph contains serious charges.
So far as the past is concerned, this paragraph doubtless
refers to the asatter dealt with in Mr. Parr 1 * despatch
Ko. *75 of February 21st, and connected correspondence.
As for the present note, I have no doubt that the
charges could be equally easily refuted.

This file contains papers relating to a legal dispute between Yusuf Lutfally Khunji and Shaikh Hamad bin Isa Al Khalifa, the ruler of Bahrain. The case concerns a joint venture between the aforementioned parties to set up and operate an ice-making plant in Bahrain at a spring owned by Mr. Khunji in 1922. Following the expiration of a five year monopoly on the manufacture and sale of ice in Bahrain, the two parties fell into a dispute on the plant.
The majority of the papers consist of legal correspondence between Mr Khunji's lawyers in Manchester and either the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in Bahrain or the Financial Advisor to the Ruler of Bahrain, Charles Dalrymple Belgrave. Of note, however, are letters of intervention by the Foreign Minister of Iran through the Persian Legation in London, protesting the treatment of a Persian subject in British protected territory.
