I am directed by Secretary Sir John Simon to transmit
to you, to he laid before the Secretary of State for India, the
accompanying copy of a despatch from His Majesty’s Charge
d’Affaires at Tehran enclosing copies of correspondence
regarding the claim of one Yusuf Lutfali Khonji against Sheikh
Hamed of Bahrein in connexion with an ice factory An East India Company trading post. at Bahrein.
2. The letter from Messrs. Hall and Company of the
24th December, 1930 addressed to this Department, a copy of which
is among the correspondence enclosed in the Persian Government’s
note of September 24, was transferred in original to the India
Office on the 29th December, 1930. Before considering the reply
to be returned to Mr. Dodd’s despatch. Sir John Simon will be
glad to learn what reply was sent to that letter and to receive
copies of any further correspondence relating to the question.
The Secretary of State will also be grateful to receive any
observations which Secretary Sir Samuel Hoare may wish to offer
regarding Lutfali Khonji’s petition.
3. A copy of Mr. Parr’s despatch No.75 of the 21st
February.which is mentioned in paragraph 2 of Mr. Dodd’s despatch
was sent to the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. under cover of Foreign Office letter
No.E 1128/455/91 of the 11th March.
4. A copy of this letter is being sent to the Colonial
Office.

This file contains papers relating to a legal dispute between Yusuf Lutfally Khunji and Shaikh Hamad bin Isa Al Khalifa, the ruler of Bahrain. The case concerns a joint venture between the aforementioned parties to set up and operate an ice-making plant in Bahrain at a spring owned by Mr. Khunji in 1922. Following the expiration of a five year monopoly on the manufacture and sale of ice in Bahrain, the two parties fell into a dispute on the plant.

The majority of the papers consist of legal correspondence between Mr Khunji's lawyers in Manchester and either the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in Bahrain or the Financial Advisor to the Ruler of Bahrain, Charles Dalrymple Belgrave. Of note, however, are letters of intervention by the Foreign Minister of Iran through the Persian Legation in London, protesting the treatment of a Persian subject in British protected territory.
