With reference to article 63 of the Persian Coast and Islands
Order in Council
A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council.

1907,1 have the honour to submit the following report on the operation of the Order
in Council for the year ending 31st December 1920, for transmission to the Secre
tary of State for Foreign Affairs.
2. Jurisdiction—The io\\ovf'mg changes took place in the year under report
among officers exercising judicial powers under the Order :—
Major A. J. H. Grey relieved Lieutenant-Colonel F. McConaghey as
Judicial Assistant at Kerman to the Consul-General. (Foreign and
Political Department Notification No. 1170-G., dated the 27th May
1920. )
Captain W. J. Warren, Indian Army Reserve of Officers, was appointed to be
a Magistrate of the First Class within the limits of Dizful. (Foreign and
Political Department Notification No. £4-G., dated the 12th January
1921. )
Mr. G. A. G. Mungavin was relieved on 7th November 1920 by Mr. A. W.
Fagan as Magistrate of the First Class and Subordinate Judge in the
Bandar Abbas Consular District. (Foreign and Political Department
Notifications Nos. 356-G., and 357-G., dated the 1st March 1921.)
Mr. E. E. Gunter, O.B.E., a Magistrate of the First Class within the local
limits of the Telegraph Station at Jask and Charbar and along the
alignment of the telegraph line between those places returned from
leave on 19th May 1920.
Major J. L. R. Weir relieved Lieutenant-Colonel J. E. B. Hotson, O.B.E.,
and remained in office till 6th October 1920 when he was relieved
by Lieutenant-Colonel Meade as Judicial Assistant at Shiraz to the
Consul-General. (Foreign and Political Department Notification No.
314-G., dated 23rd February 1921.)
3. Civil and Criminal .—
(a) Civil.—So civil suits were filed in any court within the limits of the Order
during the year under report.
(b) Criminal,—Seven cases were tried by the Judicial Assistant at Ahwaz
to the Consul-General.
The first was a case of breach of contract. The accuseds S. D’Lima and
F. A. Noronha were convicted under section 492, Indian Penal Code,
and sentenced to one month’s rigorous imprisonment each. The
sentences were carried out in the Basrah Jail.
The second was a case of breach of trust in respect of employer’s property.
The accused Mansur bin Daud w r as convicted under section 408,
Indian Penal Code, and sentenced to one year’s rigorous imprison
ment which was carried out in the Basrah Jail.
The third was a case of criminal breach of contract. The accused Jagat
Singh was convicted under section 492, Indian Penal Code, and
sentenced to a fine of Rs. 100 payable to Anglo-Persian Oil Com
pany, Limited.
The fourth was a case of assault. The accused^ Gregory, was convicted
and sentenced to a fine of Rs. 15 payable to the complainant
Daulatram. - '
