Your letter P.Z. 6412/5^ Aated September 29 th, for
which many thanks. 1 have no comments to offer on your
proposed re-drafting of paragraphs 1 , 2 , 5 , 6 and 8 .
In paragraph 4, I cannot help feeling that the
suggested text is slightly out of touch with realities;
±f 9 for example, we have a geologist touring on the
Trucial Coast A name used by Britain from the nineteenth century to 1971 to refer to the present-day United Arab Emirates. , he will almost certainly find himself in
greater or less contact with some of the six Trucial
Coast Shaikhs, and will drink coffee with them, hire camels,
arrange guards, etc. Perhaps it is not quite reasonable
to ask him to do this in all cases through our Chief Local
Representative. Do you think that at the beginning 01 tne
paragraph, and between the words ’’the Company” and the
words ’’shall deal”, we should insert some such phrase as
’’over all matters of importance or principle”, or ”in all
except unimportant or routine matters”?

Secondly, instead of saying ”he will be ordinarily
resident in Bahrain” I suggest that we say ”he will be
ordinarily resident in ••••••••••••• or Bahrain”•
Thirdly, I can hardly visualise that all the Company’s
relations with this or that Shaikh shall be conducted,
through H.M.G.’s representative. In such very outlying
places it seems to me difficult deliberately to exclude the
possibility of direct relations between the Company ana the
Shaikh. Is it not more a case for keeping H.M.G. s
representative fully informed, and consulting him on all
important issues? Even to-day, you will agree, our rela
tions with these Shaikhs are not being conducted through
H.M.G.’s representative.

The papers include: comments by various British Government departments (including the Admiralty, Air Ministry, Petroleum Department and the Foreign Office); drafts of the agreements; correspondence from Petroleum Concessions Limited (PCL); correspondence concerning the insertion of a pre-emption clause in the political agreement setting out the British Government's right of pre-emption of all crude oil obtained under the concession in the event of a state of national emergency or war; signed copies of the two agreements, dated 5 February 1937 (folios 20-23); and India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. confidential print entitled 'Dubai Oil Concession and Connected Documents', containing copies of the political agreement, the commercial agreement between the Shaikh of Dubai and Petroleum Concessions Limited, dated 22 May 1937, and related correspondence.
