2. I am to enquire whether, in the opinion of the
Air Council, the Sheikh may be definitely informed that
there is no objection to his granting the Company’s
present request, and whether in the light of the
further observations made by the
Political Resident

Government would not be justified in using their powers
under Article 8 of the Political Agreement with the

any part of the site for their own purposes.
3. As it is understood that the Sheikh is anxious
to be in a position to answer the Company as soon as
possible, I am to request the favour of a very early
reply, at any rate in regard to the first question.
4. A copy of this letter is being sent to the
Foreign Office and Admiralty*
