I called on Mr. Ansari today and protested strongly at
the action of governor in sending message to acting Consul-
General when the matter was actually under discussion between
Legation and Ministry of Foreign Affairs. Mr. Ansari was
profuse in his apologies and said that Ministry had already
given instructions that the question should continue to be
dealt with at Tehran. He added however that Iranian Government
maintained their objection to three stripes and also to blue
cuffs worn by launch crew.
2. In view of Foreign office telegram I agreed that
alterations requested should be made but said we were
entitled to expect that the governor should be instructed
also to express to you his regrets for his action in sending
threatening message. Mr. Ansari promised that this should
be done but I shall be glad to hear in due course whether
any apology is received at Bushire.
