Ho apology has yet been fortncoadng from the
OoTernor. As 1 shall be away on tour for tne next three
weeks I suggest tnat tne expression of regret might be given
My governor to ^yan to whom his insult Jig message was
originally sent. In view of paragraph 2 of Ryan’s telegram
Ho.40 of 14th March I think that expression of regret should
be given in the presence of the officer in Charge of tne local
naval bureau.
2. Reference last line of paragraph 1 of your tele
gram. Launch crew wenr no cuffs at all vide Ryan’s letter to
Butler Mo.40 of 2ist July last.
3. Please indicate what changes should now be made
in the dress of tne launcn crew. X have already made one
change in onlcr to meet views of Iranian authorities vide
Paragraph 2 of sgr telegram Ho .8 of the 16th arch and it is
obviously undesirable that a second change should be likewise
rej ected.
