It seems a rather queer business, and difficult to
.ge of from a distance. Such an (apparently) excep-
nal tightness of money could hardly be accounted for
*ely by seasonal fluctuation in the demand for rupee
n. On the other hand a carefully engineered ramp
the part of the local merchants also seems improbable
It occurs to me that the habit of hoarding, to
which you have drawn attention ( in part 2 para: 12
of your Trade Report for 1935-36 ) as being a parti
cularly prevalent habit among Kuwaiti merchants, might
have something to do with such a situation as this.
