Humphrey, the Karachi Manager of Cable and Wireless,
of which a copy is enclosed in Fowle’s Express Letter,
it appears that Humphrey thinks that representations
are being made to the Iranian Government about this
question. No suggestion for representations has been
made by the

difficult to see on what ground they could be based, for
Article 27 of the International Telecommunication Convention
appears to give the Iranian Government the right to suspend
communication with Bahrein if they want to do so. Nor do
I think there would be any chance of representations meeting
with success. I would therefore deprecate any representations
on the subject, in spite of the inconvenience and expense which
must, I suppose result from the Iranian Government’s decision.
Would you let me know in due course whether you agree that
we should take no action?
