ENEMY ACTION AND PERSIAN WEAKNESS
NECESSITATE ALLIED INTERVENTION.

On learning that German parties had left Isfahan for Afghani- inception
stan, the authorities in India on the 2nd July authorised British as
consuls and officials in East Persia and on the frontier to take Cordon;
such preventive measures as the

25th June seemed to imply.* Our consuls at Meshed, Kerman
and Seistan and our political officers on the Perso-Baluch
frontier were instructed to obtain and transmit information of
the progress of these parties and also to rouse local opinion
against the German action, which was compromising Persian
neutrality. In addition, Lieut.-Colonel T. W. Haig, the Consul-
General at Meshed, was to try to arrange for Russian troops to
capture any German parties attempting to enter Afghanistan
via Meshed or Birjand; the political officers on the Baluch
border were to employ the local militia and other available
local forces against any German agents approaching the
frontier; Major F. B. Prideaux in Seistan was to act in close
co-operation with Major G. A. Dale (commanding a half
battalion 19th Punjabis stationed at Kacha, near Robat, for
the suppression of the arms traffic) ; and Major Dale, who was
given the latest news regarding five different German parties
moving eastward across Persia, was if possible to intercept and
capture, or destroy, any entering Seistan. At the same time,
orders were issued for the headquarters and two squadrons
28th Light Cavalry, with two machine guns, to move from Quetta
and reinforce Major Dale's detachment. As their march of 370
miles, from railhead at Nushki to Kacha, and the operations
they might have to undertake across the frontier would be
over waterless desert country, officers and men were to be
mounted on camels instead of horses.
