prominence. In consequence of these different movements,

The Con- ^The Russo-Japanese War and the revolution which gained
stitutional a constitution for Russia in 1905 reacted on the situation m
movement, there was great discont ent among all classes
onwards owing to the extravagance of the administration, the ohans
costly foreign tours, the increased customs tariff and its
tactless enforcement by foreign officials, the tyranny of t e
Grand Vizier and provincial governors, and the exploitation o
the country by foreigners. The popular feeling found expression
at Tehran in December 1905 in the movement known as t e
“ First Bast”* In this, priests, merchants, tradesmen and
students took sanctuary in a shrine, where they maintained a
passive resistance by which they brought sufficient pressure
to oblige the Shah to concede their demands, namely t e
dismissal of the Grand Vizier and the foundation of a House
of Justice. It is noteworthy that this movement obtained muc
financial and other support from prominent reactionaries,
including the Crown Prince, whose main incentive was their
personal desire to effect the dismissal of the Grand Vizier.
The Shah, however, took no steps to give effect to ^
promises and the Grand Vizier, taking advantage of a roya
illness, started on a campaign of active repression. This e

authorities cutting off supplies. In July, however, learning

A confidential publication compiled, by arrangement with the Government of India, under the direction of the Historical Section of The Committee of Imperial Defence, by Brigadier-General FJ Moberly. The volume is part of the Official History of the Great War series produced by the British Government.
