unamenable attitude. The Sheikh of Bahrein, with whom
you contrast him, has nothing to complain of, and has
flourished lite the green bay tree under our protection.
The fact that Koweit, unlike Bahrein, is on the mainland
wedged between two larger States is also another factor
which makes things much more difficult for the Sheikh
of Koweit, as welj. as for us. I do not know whether you
would care to add something on these points, in order
to avoid any risk of doing an injustice to the Sheikh of
Koweit through the omission of factors which are very
likely relevant to his attitude.
Only one other point* Does it give quite the
right impression to say (paragraph 32) that most of the
Sheikh’s subjects seem to do a thrivirg trade in
smuggling? Mo doubt they import the goods into Koweit,
but we have always been told that the smuggling across
the frontier into Iraq is done by Iraqis (De Gaury
confirmed this to me orally the other day), and I think a
large nart of that into Hejd is done (is it not?) bjr Ibn
Baud's tribesmen.

Specifically, the correspondence includes discussions concerning whether or not the Political Residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. in Bushire should be transferred to Kuwait and if Britain should formally declare Kuwait to be a British Protectorate.

The file contains one letter in Arabic that was sent from the Ruler of Kuwait, Shaikh Ahmad al-Jaber al-Sabah to the Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. in Kuwait in 1930 (folio 9v).

In addition to correspondence, the file contains minutes of a number of meetings concerning Britain's relations with Kuwait that were held at the Foreign Office between 1933 and 1937.
