The political implications of agreeing to this request (and a similar one made by the United States Government) are discussed in detail in the file.

The file also contains a limited amount of correspondence between the Iraqi Ministry of Foreign Affairs (translated into English) and the British Embassy in Baghdad, including a copy of the request to establish a consulate in Kuwait (folio 9).
