We accept your estimate of £3,000,000 for financial
assistance to Ibn Saud during 1942. We do not, however,
wish you to inform Saudi Arabian Government that we are
prepared to go as high as this, since they might be
encouraged to ask, on one ground or another, for the whole
sum early in the year and then to make further demands
later on. Moreover, if Ibn Saud were to make declaration
of war on the Axis conditional on receiving further
financial assistance, we should be handicapped if it .were
known that we were prepared to offer £3,000,000 without
any quid pro quo.
2. You should therefore for the present say no more
than that we are prepared to make a further payment of
£250,000 at the end of March (making a total of £750,000
for the first quarter of 1942) and xhat we will give
further consideration to the question thereafter.
