I communicated to the Minister for Foreign Affairs a short
hand summary of memorandum this morning and indicated the
reason why no mention had been made in it of Iraqi refugees
as g iven in Sir R. Bullards telegram No. 212. T he Minister for
Foreign Affairs made no comment beyond saying he was surprised
that the Iranian (Persian) Government should be assisting
the Germans considering that they were situated between
Russians on the north and the British on the south with a
friendly Iraq to help them.
He mentioned the desirability of getting Mayr in particular
